Detailed Linkedin User Data (Company and Education) of linkedin users Access Problem

Full profile data of users are only accessible if one has been approved for the Apply with LinkedIn program. I want to ask if anybody out there has been approved / have experience with this thing.
My use case is that I want to be able to get access of full profiles of the people who login through linkedin outh.
