How can I get data to display from database?

Hey everyone, I'm in a pickle and am stuck worse than Jim Levenstein in American Pie 2.

I'm working on a new system for work that will allow CRUD operations via Angular 2 and working with an active database. I've written the code, but instead of showing the data from the database, it only displays the "...Loading Incidents" placeholder that's set. We have this working, as far as displaying data, for a news table in the database, but the incidents just won't display. I'm really at a loss as to what my issue could be.
