How does Kiosk Mode/Kiosk apps work?

I have seen a unified answer online, I've heard people use chromebox devices/different apps/etc. My team is working on a progressive web app for our in-shop devices. We're hoping to lock the devices to that progressive web app, with the users not being able to exit this app or view other applications. Can anyone confirm the way to do this from a developer perspective? (something where I can do this entirely with code/not have to rely on a specific device or third party software).
