What should I do to take care and nurture a local software community?

I live in Barranquilla, Colombia, and just recently I was assigned co-organizer of the not-active Ruby community.

This is going to be my first time ever working in this role and I got a couple of ideas of what to do but a couple of good advice from people in Hashnode would do great.

I'm aware this is going to be a complicated journey but I'm willing to do my best for the community to thrive.
