Which are the best practices to be followed to start a web project with HTML, CSS and Bootstrap?

I have been assigned to a new project which is a UI development project; skillset used for this project is HTML, CSS, Bootstrap, RWD.

I need to defined the best practices document for all the developers to follow it; in these document we should have standard to maintain file, folder structure and nomenclature.
