we cannot say that a kernel is based on an operating system. Rather, an operating system is built around a kernel. A kernel is the core component of an operating system that manages system resources, communicates with hardware devices, and provides a foundation for higher-level software to run on top of it. Therefore, we can say that an operating system is based on a kernel, but not the other way around.
