Why I use Framer Motion for animations instead of CSS

Hi, I'm not really familiar with Framer Motion and React ecosystem so i want to ask, will framer motion impact the app size and performance?

Can this be used on any JS platform? I wish to use it in Salesforce experience websites. Salesforce lacks a good animation library, do anybody know what might be my options.
