Basics First or Framework First

There have been arguments about newbies learning the basics of a language before jumping to the framework and likewise there have been opposing arguments that state it doesn't matter what you learnt first.

One thing the argument is not taking into consideration is that people learn differently and people learn based on their first exposure on a subject or point of contact with it or there mentor/teacher/bootcamp.

Looking at it from the point of child learning. None of us knows the whole number off hand before we start to do basic arithmetic but we grow to know the numbers later likewise alphabet, some did not even know the full alphabet before they knew how to spell their name.

The truth is nobody should be forced to learn one over another. Learn on what works for you or preferably follow a part in learning; if it is a framework, have a set number of teachers you follow for example that will help and vice versa.

The basics are good actually but in today's reality it is best you learn the basics along with a framework, not one before another.
