Something to consider and maybe a strategy (or two) you can use going forward:
Don't ever assume it is clear for everyone, unless everyone has actually brought it up.
Find some common ground to establish rapport (Amir's approach is one way of doing this).
If you have stand up meetings or scrums, present the problem that you are having an issue with (building up your working environment) and ask the entire team for help. This may prod him to help you, may prod mgmt to direct more help your way, or someone on the team may know the answer.
If you ask him for help and he doesn't have time now, directly ask him when you can schedule time with him. Send him a calendar invite.
