How can I convince management to fix the technical debt?

I have worked for three companies so far and all of them had paid less attention to a clean and well-maintained codebase. A huge technical debt always leads to slow development time.

How can I convince my management to allocate some time to fixing the existing codebase before proceeding to add new features? Any idea? Best practices?
