How to design and develop a web portal? Need help

I need to create a web page for my team as part of Intern although I am not much into web development. I have worked on academic Python projects (not web development) It's like team appreciation webpage like someone want to endorse any teammate It should have 3 forms: Name: who is submitting the form For: To which team-mate employee is endorsing Details: a big form to add up all the details.

In the end, a submit button.

Something Like this. I have not much issue in creating front end with HTML, CSS and Bootstrap but after submitting it should also send e-mail to managers of both. ("from", "for").

Also, database should store all these details. Can this be done using Flask or do you prefer other alternatives ? I haven't worked with Flask yet but it's in Python so started to work with it first.
