After struggling with this problem a lot while installing Magento 2, I'm happy to say that it was finally solved thanks to Coding Basics. The trick is to edit some stuff in your php.ini file which enables PHP Extension intl, and lets you install Mage 2. Hope one of you guys who's also looking for a solution finds the link as well.
