I can't create a virtualenv ☠️

I want to create a virutalenv on a windows 10, but I just keep getting this "the path is not found" error no matter what I do. I made sure python3.7 is working, I upgraded pip, upgraded virtualenv, made sure they were installed on python3.7, restrated the PC, change the destination I want to create my virtualenv in, and yet to no avail, if one of you guys can help me with depressing problem I would really appreciate it 🙏
