Is there any reason why Bootstrap follows 12 column grid layout system?

I'm trying to develop responsive page by using Bootstrap 12-column grid layout standard. But I am unable to develop responsiveness of pixel perfect.

Is it very important for visual designers to have knowledge of 12column grid standard?
