Question on FrontEnd Help for a WebApp

Hi devs

I need your help. My team and I been handed a project to rewrite a legacy PHP web app.

Our tool of choice is Laravel/MySQL as at now.

Any pointers where we can get a top designer who can make a design the layouts and a front end developer to convert the designs to responsive Bootstrap 4 CSS & HTML?

I haven't had much luck with Freelancer.com and 99Designs is way too expensive.
