Which setup or laptop would you recommend me for setting up a development machine?

Hi,

I am thinking about buying a new computer, mainly for web development. The 2017 Dell XPS 13 developer edition is preferred one but it is a little expensive.

The other option is to build a custom computer but I am not sure which pieces to use. I think the new AMD Ryzen - R5 - processors are pretty good since the have 8 or 12 threads.

Which setup or laptop would you recommend me?

Edit: a Linux distro as main OS, most of the work would be done at home, so almost no mobility needs.
