No! The chances of shutting down a public blockchain are near to impossible. If the creator is not interested, the blockchain and the data continues to exists. Someone else can create a UI / frontend to read and put the data to the blockchain.
So, unless all the nodes/people running the blockchain decide not to support the mining of the blockchain, it cannot be shut down. In real case scenario, this is very hard to achieve.
