Curious where you got this table from

AWS can be strait up free for a year if you use t2.micro instances - available for both Windows and Linux

Networking is very flexible - I'd say more so then anything else. Security groups, ACLs can very fine grain secure EC2 instances - then - you can further configure the instance to your hearts content. Use a bastion host to further lock down SSH access.

Network congestion can be solved by placement groups and autoscaling used when more power is needed.
