Technically the question for supporting anything is "will it cost you more to support it than you will earn by supporting it". If it will cost you more money, then the answer is don't support it.
The second question is "is that amount of money worth it?"
It is really hard to ignore, when most of the your clients are using it. If you are creating a product targeting younger generation then you need not worry about IE at all. But in enterprise world, where still a handsome part of end user using XP, it is un-avoidable. BTW I've worked on application which had to support IE8 till about a year ago, but still I'm stuck with IE9! And believe me, AngularJS is good for IE9, but angularjs plugins aren't!!!
TL;DR It really depends on the work and the target clients.
As always: depends. Who do you plan to make a website / app for? Which browser do your users use? Sometimes, you might even want to support IE7. Other times, you can just go "meh" and focus on Chrome and Firefox latest releases.

Charge them for what they want, then you'll always make money. Explain that supporting legacy browsers incurs time and therefore cost to them. Unless it's only legacy features you're going to use, in the case of some government or intranet based scenarios, in which case it's probably not a problem.

It actually depends on what kind of user base you have and the kind of content you're working with.
For government/legal content, legacy browser support is a must, so you'd have to support the older versions of IE as well. And if you have a user base that is using IE, then it's not a good idea to ignore it.
However, beginning January 12, 2016 Microsoft has officially dropped support for most IE versions(support.microsoft.com/en-us/lifecycle#gp/Microsoft-Internet-Explorer) and is encouraging the users to move to Microsoft Edge so it actually wouldn't be a bad idea to ignore IE provided the content and the audience is of the right kind.
