Dribble is a very popular site among designers. Designers can share their work and also get inspiration from other.
I would use plain HTML5 + CSS3. You can do cool stuff just with them and for a portfolio would be more then enough.
If you don't want to go that way check out about.me or WordPress.com. WordPress.org if you want to host it yourself.

Hey @jackcarter3456!
Showcasing your work online for a wide-range audience and potential clients is very important for a designers. A well-presented portfolio is imperative if you’re looking to make a mark in the visual industry. There are many platforms that offer services to host your portfolio today. Three of the most popular portfolio hosting websites include Bēhance, Dribbble, and Cargo Collective.
Behance:
Bēhance is an excellent place to start. I personally use it to host my portfolio and many of my peers use it too. Bēhance has many aspects of a social network such as the ability to 'follow' and 'appreciate' other designers and their work, create public collections, and even message other users and collaborate on projects.
Pros:
Cons:
Bēhance is overall a very good starting point for any designer. Despite the few limitations, it is still one of the best and most widely used portfolio hosting websites.
Dribbble:
Dribbble is a very basic showcase website for designers and illustrators. You can post an image known as a 'shot' showing a fragment of your product.
Pros:
Cons:
Overall, Dribbble is a great platform for UI/UX Designers and Illustrators who want to showcase fragments of their work, rather than the overall design process, and for people looking for design inspiration.
Cargo Collective:
Cargo Collective is a great portfolio builder for those looking for their own portfolio domain and hosting. Cargo Collective's free service is filled with limitations but if you're willing to subscribe to their pro service you get; unlimited projects and pages, unlimited bandwidth, advanced editing, and access to all templates.
Pros:
Cons:
Cargo Collective is a great option for artists, illustrators and graphic designers if you're willing to opt for a paid subscription.
Overall, Dribbble is a great platform for UI/UX Designers and Illustrators who want to showcase fragments of their work, rather than the overall design process, and for people looking for design inspiration.
Final verdict:
In my opinion, Bēhance is still the best option available to web designers, graphic designers, and UI/UX designers. It's free to join, and free to start posting your work. It has a great community of people who appreciate your projects and even give you feedback. I strongly recommend Bēhance as one of the best starting points for any designers looking to put up their work.
