I use Yeoman for scaffolding my projekts.
There are a lot of Gulp/Sass generators. Try some of them and pick one you like.
But I miss something on every uploaded generator. So I make my own ones that fit exactly my imagine. If there is none you are happy with it, make your own too.

There is no "best" in the nature.
Gulp/Grunt/Bower is an extra layer, they are NOT needed. Use directly npm scripts instead.
