A personal blog is the best SW-related blogging platform. Thankfully, Hashnode enables you to create a personal blog on your own domain for free.

For instance, my blog here edidiongasikpo.com was created with Hashnode.

I don't have a preference because I read in DEV, Hashnode and write in my personal blog but there are many people out there writing great stuff in their personal blogs as well.

I always try to read from different sources because all the information is spread and being in one place only is a sure way to miss something cool.

So, in the end I don't know which is best but all of them are great :)

Actually I have a blog, but it is in German. So I transfer some posts into English to Hashnode. For this I use btw. DeepL, if there are other German speaking people who would like to publish their posts on Hashnode.

So I would mark two points. Basically Hashnode is wonderful, because you already have a target group for your posts and you don't have to advertise a lot to be motivated by the click numbers.
