Every now and then you come across someone who confuses jQuery with javascript or uses bootstrap to build websites without knowing how CSS works, starting developers get hooked on to tools/frameworks that offer a lot of shortcuts and lose on the fundamentals.
What point in a developer’s career do you think is the 'right' time to pick up a development tool?

From my perspective I believe when you completely find comfortable with strong Basic understanding(HTML,CSS,JS) and not willing to reinvent the wheel and do things in a short period of time, then you are good to go with dev tools.
