Help me with a needle gauge :-)

I'm desperately trying to ask here too. I have a project where the last thing I need to deliver is a Gauge with a needle and some constant colors on the curve. 90 degrees equals to 0 and +100 degrees to the right and -100 degrees to the left. I want to define at least 3 colors (green, yellow, red) and how much they span.

I have searched all over the web for something like this with integration to VueJS, but I haven't had any luck so far. I hope any of you guys can help me out here. I must admit I have hit a thing where my skills are limited.

SVG, JS, CSS only.. all is fine, but I hope it can be integrated with VueJS to make it dynamic. Preferably without jQuery.
