If you build software for a living as a freelancer, an indie hacker, or part of a small dev shop — there's a good chance you've never once considered government contracts as a source of income. Most o

One thing I don’t see mentioned often is how unpredictable procurement timelines can be. Even when you find a perfect opportunity the gap between publication, clarification rounds, and actual award can stretch for months, which makes planning resources really difficult for small teams. Do you think it’s realistic for small companies to actively plan around these delays, or is it more of a “react when it appears” situation?

I think it’s a mix. Small teams probably shouldn’t plan their whole capacity around one tender, but tracking recurring buyers and past timelines can make the delays a lot more predictable. The key is treating tenders as part of the pipeline, not the entire pipeline.

The part about discovery being the real barrier is probably the most accurate point here. Finding one relevant tender isn't that difficult. Finding enough of them consistently to make it worth the effort is a different problem. Curious what tools you would actually recommend for a small team. Do you normally work directly through TED/SAM.gov, or are there good aggregators that save enough time to justify using them?

I think it depends a lot on where you're bidding, but I'd probably use a mix rather than rely on one source.

For Europe, TED is the obvious starting point for official notices. SAM.gov is essential if you're looking at US federal contracts. Contracts Finder is useful for UK opportunities, and Tenderwell is interesting if you want one place to search across multiple markets instead of checking each procurement portal separately.

There are also bigger commercial databases like GovWin for teams that need deeper US market intelligence. The main thing I'd look for isn't just "how many tenders does this tool have?" but how good the filtering is. If I'm still opening 50 irrelevant PDFs to find 3 opportunities, the aggregation hasn't really solved the problem.
