For Telegram access, I'd treat the entitlement record and its state transitions as the durable source of truth, not the dashboard.
Each transition should be traceable to a verified payment event, with reconciliation against the PSP when needed. Settlement is a separate concern — a successful payment notification doesn't necessarily mean the funds have settled.
The UI is just a view of that state.
