I've seen the same scenario play out dozens of times. A developer opens Lighthouse. The score is 54. They see warnings like "Serve images in next-gen formats" and "Eliminate render-blocking resources.

The cache-before-rate-limit ordering is a thoughtful detail — cheap repeat lookups without weakening abuse protection. Also smart to build the AI prompt server-side, so the model can only score real cached audit data.
