Implementing IEC 61724-1:2021 Weather-Corrected Performance Ratio in Python

Standard Performance Ratio has a well-known seasonal bias problem. In summer, panels run hotter so raw PR looks artificially low — even if nothing is wrong with the system. In winter it looks high. Th
