One more cause worth checking for the "skips rows" symptom: ARRAYFORMULA or formula-filled helper columns. If a formula in column A returns an empty string for rows that look blank, Make can treat the sheet as having rows (or gaps) you can't see, so the bookmark moves past real data. Pressing Ctrl+End in the sheet shows where Sheets thinks the data ends, and deleting the unused rows below it is a quick check. Also, if people sort the tab, keep the watched tab append-only and do sorting on a second tab with a QUERY, which matches your append-only advice.
