According to the current documentation: "The HTTP interface for Always Free Autonomous Databases is rate-limited to restrict the number of simultaneous service users. Approximately 3-6 simultaneous users can be supported..." Is this limit a recent introduction after your post? I'm curious about its impact on the 50 active users you estimated.
