what am i missing when I enter in 'yt-dlp' from the txt file? Do I need python?

I'm on windows 11, and I'm stuck at the part where wget is loaded up in Visual Studio. How do you load it up in order to get the url.js code? I got my basics, windows version of homebrew, got visual studio code, got wget, got the cookies extension.
