On retries, agreed: the charge should be recorded against an idempotency key rather than the attempt, so a timed-out agent that reissues the call gets the original result and pays once. Listings should say plainly whether they support that. On settlement, we're betting the other way at OpenAny: a prepaid balance where each agent key gets its own developer-set budget, so the cap lives on the key and the provider knows the funds are there before it returns a 200.
