yup you can definitely use firebase cloud firestore or realtime db. But just make sure you don't require a complex querying of records. Both firestore and realtime lacks that ability.

I use it with the prebuilt webpack config to generate components and to serve my application in local machine. Am a angularJS developer for a long time I managed to write gulp tasks and then moved it to webpack. Angular CLI is real time saver for me where it takes hassle out maintaining my build scripts.

which version of angular are you using. There is an extension called angular batarang for angularJS which will help you to watch the number of watchers created.
