You get to access them but after the line where it is defined. There are three behaviours that characterises hoisting. Variables create with let and const keywords exhibit the third behaviour and these things happen during the creation phase. The idea of hoisting being associated with the var keyword has been popularised but it is not entirely the truth. I believe the way I have captured hoisting as a concept is a more accurate way to describe it.
