• Rest api tool
• QR code scanner
• Server langauge & framework - anything popular can make a rest api, e.g. Django
• Maybe a server library for rest api, e.g. django-rest-framework
• A database (supported by framework)

edit Judging from your other questions, you have Laravel or Nodejs. Either of those will do instead of Django if you prefer.
