However, since you ask this question, especially in this specific way: Please, do not use anything at all for now. Learn the basics first, so you have the necessary expertise to actually do the decision and make the right choice for your project...

I don't know the answer, but

• The backend language doesn't have a lot of offect on the frontend one
• Bootstrap is for styling while React/Angular are more for logic, so you could use neither, either or both.
• It depends on the type of website
