I'm finishing highschool this year and I got an opportunity to try to get Microsofts MTA certificate for free. I applied for C# Software development fundamentals, cause why not? I'm interested to know if programming certificates, for example MCSA OR MCSD, affect your chances to get a job when appying? Does anyone even look at these?

Sure. When the other candidate has similar experience, similar test result and similarly likable as you but not have the same or better certificates than you have.
You can think about certificates as 10% addition to your chance to get the job. A cert. also can substitute approx. 25% of any required but missing experience.
