Yeah.
Div with that curved svg as a background. But that would be the worst way imo. Because of you have text in it, it would run out of the borders.
You can make a clip-path and use an svg as a mask
You can make a clip-path and polygon
You can use an svg as a border-image, however I don't think you could make it THAT curvy
