Ideally you would also work on other clients in this time period. You stack a couple of these usually, since you aren't developing 24/7. And you have a team, so tasks get delegated. The dev doesn't work till the designer finishes his job.

Things also lag because of forced meetings, approvals from clients and advisors, etc.

But your statement is inherently very true. This is a great way to find out if a project is the right price. Time spent on project / Project budget should equal more than the minimum wage always
