I'm a front end developer with experiences in HTML/JS/CSS. I want to learn web design (using Photoshop) to craft my own design. So how should I start learning it? What are the good resources, guides for learning web design in Photoshop?
Just start. ;) There's a lot more to design to just opening Photoshop (which I don't use for designing ironically), but what I've always done is look at how others did/do it.
The advantage that you have is that you can code, so designing by coding is pretty nifty.
One last advise, instead of learning Photoshop (which is handy for photos etc.), try learning Illustrator or Inkscape. Know how to make and manipulate vector images (SVG) is getting more and more important and should be one of the skills of a designer (in my opinion).

Do you know any resources/tutorial for beginners like me to jump right in the field of Photoshop/Illustrator/Inkscape which focus on Web Design?
Because most of the tutorials I found are for Photoshop in general, photo editing, etc :)
No problem! Hmmm, can't think of any beginners tutorials off the top of my head I'm afraid :( Google is still your best friend. And there's lots on Youtube as well. I hope you can find them!

Check out Dribbble (dribbble.com) for graphic design things, Webdesigner Depot (webdesignerdepot.com) for articles, Patterntap (patterntap.com) for examples and Smashing Magazine (smashingmagazine.com,the design section) for even more articles.
