I would go for cheaper laser spectrometers for measuring water quality.
shared computation between mobile phones or other devices for complex models,
maybe the app collects the air measurements + gps location and sends it to a centralized cloud storage?
maybe you can create really cheap sensor out of old smartphones to create an affordable system to measure water quality in non "first world" countries ?

I was speaking generally re. air and water quality.. Do you think that technologies such as these might be on the rise?
I know in Sydney (where I live) there is already IoT networks monitoring our water supply which used to be done manually so I figure there will be more and more opportunities of the like in coming years.. Like pathogen or contaminant monitoring etc.
