I can see there being a market for it. The current poll results seem to point to that too.
I've seen plenty of job descriptions (in the USA) that list ability to communicate well in English (spoken and writing) as a requirement.
In California (where I live), I've met many capable developers that haven't done well in interviews because English is not their first language.
However, they would perform well on coding assignments.
