Some thoughts:
- Each would serve its own purpose, I think you need to prioritise what your userbase needs first and work on that.
- Providing a mobile app only is probably going to severely limit your audience.
I think if you want some more usefull answers, you'll probably need to include some details about what it is you want to develop.
