Utility classes mask the architectural challenge of CSS. Writing clean, maintainable, scalable native CSS is an art form involving custom properties and the cascade. Frameworks just bypass the cascade entirely rather than teaching developers how to leverage it.

Exactly. The cascade is one of the most powerful—and most misunderstood—features of the web. Utility classes often turn CSS into an 'imperative' mess of class lists, whereas leveraging the cascade and custom properties turns it into a 'declarative' system. Once you stop fighting the browser and start using the cascade as a tool, styling becomes significantly more maintainable.
