What about Goa, any startups there or is it mostly a tourist destination? Does Goa have the infrastructure to support a vibrant startup community?
South Africa has the same problem, developers would rather go and work at a startup in first-world-country than in a third-world-country and you probably can't blame them - startups are high-risk and requires hard work and to justify that risk, the returns needs to be worth it. Working in a first-world country also pays better especially if your home-country's currency is much weaker. As a result, we too see talent fleeing the country.
1: In ZA we have many overseas companies setting up shop here simply due to the ZAR being a lot weaker than their currency and due to the quality of work South Africans deliver. So it's a win-win for overseas countries, quality labour at a cheaper rate than in their country. As a result, many of these multi-national companies then bring some of their own people along who knows the business quite well; often they fall in love with Cape Town and then permanently stay on in Cape Town. So while we often lose local talent, we often gain talent from international companies bringing their own people along.

A few of my friends are huge cricket fans, I'd rather watch people base-jumping in a wing-suit, ride down insane mountains on a mountain bike, do deep technical dives ... or do these things myself rather than watch it when I get time to do so. I'm into sports that get the adrenaline going, so naturally that's what I watch too when I get time to do so.
