One of the best ways to market Perl, is to offer subsidized PAAS Hosting on the internet with stable and latest instances of Perl running, especially when there are so many languages being pushed aggressively and are hence gaining more popularity, at the expense of the family of Perl languages.
Will TPF or any of the Perl related Not For Profit's be interested in the marketing and funding of such a venture ?

I think it'd be harder to find the perl hosting companies. Most of the platofrm hosting sites like say digitalocean and others just gives you option to use the OS images or say docker. And from there onwards you are on your own.
So you may want to check out something like Heroku Perl .
Recently I checked out Hasura (which is like Heroku) that offers solution similar to this where they offer platform hosting like heroku. And you're just on your own from there once you learn perl language . I think hasura seems to be a good option in that case but they don't give much control over language choice like Digital Ocean though.
That being said, Dreamhost seems to be the one that favors Python and Perl over any other language. So if you ask them directly if they have any experience on this front, I am sure they can be of help.
Stack specific solutions in hosting are harder to pull out because it's not easy to find leads which are tied to single stacks these days.
