Learn the basics first. HTML, CSS. Like already mentioned, learn what these things do. Learn HTML elements. Learn CSS basics to get the look you need or at least close enough with these languages. Don't jump on frameworks like Bootstrap or Foundation until you know HTML/CSS and understand what's happening.
