As HTTrack downloads the whole site of Bootstrap, all pages are automatically relinked.

Checking the plugins list at the site of docs.notepad-plus-plus.org/index.php At the moment, there is not a offline tool of Bootstrap snippets for Notepad++. Only Atom, Sublime Text and VSCode have tool.

But as you prefer a lightweight and pure C++ text editor, like Notepad++, use Sublime Text 3. Here are the plugins:
