Should I build a Vote/Election App using the Flutter framework?

Hi, I am from Somalia. I want to make an election App in my country. I want everybody should be able to vote from his/her phone just using their thumb and eye sensor. Does flutter framework has a thumb sensor and camera sensor to identify users uniquely?
