Why is there an immense slowdown when I hover over the user profile picture circle?

Whenever I hover over the use profile picture circle which then shows the profile card summary on Hashnode, there is an immense crawling lag till I move the mouse away.

Is anyone else experiencing this?

My browser is an up to date Chromium. No plug ins or extensions. No malware. I'm not so much looking for an explanation of what could be wrong on my end (other than maybe browser power-user flags) so much as I'm looking for the source of the slowdown in the code of this site relative to my browser.

Do these profile cards on Hashnode utilize webgl? It seems like the site uses React, but I'm unfamiliar with React.
